Can a state run institution violate the letter and intent of a local ordinance, certified by the state, designed to preserve the town's character and its right to self determination?

In the state's current economic environment, is it appropriate for a cash strapped state educational institution to spend $1,450,000 for an historic home in need of extensive maintenance and renovation as a replacement for a presidential residence on which it recently spent over $550,000 in improvements?
